Tripura: Justice Arindam Lodh Submits Promotion Reform Recommendations to CM Dr Manik Saha

Agartala, June 09, 2026: In a significant development concerning the long-pending promotion issue of Tripura Government employees, former Tripura High Court Judge Justice Arindam Lodh has submitted a comprehensive set of recommendations to Chief Minister Dr. Manik Saha, aimed at addressing the complexities surrounding promotions that have remained under legal and administrative consideration for several years.

According to sources, the recommendations examine the state’s promotion framework in the context of various Supreme Court rulings related to reservation in promotions, seniority, cadre-wise representation, and the granting of regular promotions subject to the final verdict of the apex court.

The issue has drawn considerable attention in recent years following repeated representations from various employee bodies, including the Officers and Employees Welfare Association and organizations representing Scheduled Tribe, Scheduled Caste, and General category employees. These groups have been advocating for regular promotions in line with Supreme Court directives while expressing concerns over the prolonged continuation of ad-hoc promotion arrangements and the creation of supernumerary posts.

Sources familiar with the matter indicated that several aspects of the promotion process remain linked to cases currently pending before the Supreme Court. Consequently, some of the measures adopted by the state government are being viewed as interim arrangements until a final judicial determination is made.

Justice Lodh’s report is understood to place strong emphasis on transparency, equity, and adherence to constitutional principles and judicial directives. The recommendations reportedly seek to ensure that eligible employees receive timely career advancement opportunities while maintaining a balance among different categories of officers and employees.

The report also highlights the need for a promotion mechanism that can withstand legal scrutiny and provide administrative stability without compromising the rights of any section of employees.

Chief Minister Dr. Manik Saha has received the recommendations and is expected to examine the report in detail before the government takes any further decision regarding the future promotion policy and framework for state government employees.

The submission of the report is being viewed as an important step toward finding a long-term solution to one of the most debated service-related issues affecting thousands of government employees in Tripura.
