Agartala, March 12, 2026: NITI Aayog has released the second edition of the Fiscal Health Index (FHI) for the financial year 2023–24, placing Tripura among the top-performing states in the country in terms of fiscal management and financial discipline.

The report was officially released on March 11, 2026 in New Delhi by Suman Bery in the presence of senior officials of the policy think tank.

The publication presents a comprehensive, data-driven assessment of the fiscal performance of Indian states and serves as a benchmarking framework for policymakers to strengthen fiscal governance and improve financial management. The Index evaluates states across five key pillars — Quality of Expenditure, Revenue Mobilisation, Fiscal Prudence, Debt Index, and Debt Sustainability. These indicators collectively provide a structured mechanism to assess the fiscal health of states and identify areas for improvement in public financial management.

In its second edition, the Fiscal Health Index has broadened its scope by including 10 North-Eastern and Himalayan states, making the assessment more inclusive and representative of India’s diverse fiscal landscape.

Among the 18 major states, Odisha secured the top position in the index, followed by Goa and Jharkhand. In the category of North-Eastern and Himalayan states, Arunachal Pradesh ranked first, followed by Uttarakhand, while Tripura secured the third position, reflecting notable progress in fiscal discipline, revenue generation, quality expenditure, and debt management.

The report underlines the importance of strengthening revenue mobilisation, rationalising committed expenditure to enhance fiscal flexibility, and improving the composition and efficiency of capital expenditure. It also stresses the need to advance fiscal transparency and modernise public financial management systems to ensure sustainable fiscal outcomes across states.
