Itanagar, Mar 9: Arunachal Pradesh Home Minister Mama Natung informed the state assembly that 165 militants from various insurgent groups surrendered in the districts of Tirap, Changlang, and Longding between January 2020 and December 2025.
Responding to a query from NPP MLA Thangwang Wangham, Natung said the district-wise breakdown of surrenders included 47 in Tirap, 41 in Changlang, and 77 in Longding.
Among the insurgent groups, 50 cadres belonged to the National Socialist Council of Nagalim (Isak-Muivah), followed by 37 from the National Socialist Council of Nagaland (Khango-Yung Aung) and 35 from the Eastern Naga National Government (ENNG). Other groups included NSCN (Khaplang) with 27 surrenders, NSCN (Reformation) with 14, NSCN (Khango-Nonny) with five, NSCN (Unification) with four, and smaller numbers from ULFA (Independent), NSCN (Khaplang-2), Eastern Naga National Organisation (ENNO), and NSCN (Khaplang-Ang).
The government has disbursed Rs 1.4 crore under its Surrender and Rehabilitation scheme. The surrendered cadres are accommodated at a rehabilitation camp in Bhismaknagar, Lower Dibang Valley, which became operational in January 2025.
Vocational training is provided to support skill development, with 26 cadres enrolled in short-term programs this fiscal year. The scheme does not offer direct employment or housing.
Natung stated that minor offence cases may be withdrawn as per policy, but individuals involved in serious crimes such as murder, rape, or abduction will face full legal action without amnesty. Reintegration is closely monitored, and the scheme has been strengthened with a Rs 6,000 monthly stipend per cadre and Rs 1.09 crore allocated for infrastructure upgrades.
