The draft electoral roll for Imphal West district under the Special Intensive Revision (SIR) of Electoral Rolls, 2026, will be published on July 5, while the final electoral roll is scheduled to be released on September 6, Deputy Commissioner and District Election Officer (DEO), Imphal West, Mayanglambam Rajkumar Singh announced on Friday.

Addressing a press briefing organised by the Office of the District Election Officer, Imphal West, at the conference hall of the DC Imphal West Office Complex, Lamphelpat, the DEO informed that claims and objections can be filed from July 5 to August 4, while disposal of claims and objections will continue till September 2.
He stated that the Election Commission of India has directed the conduct of the SIR exercise as part of Phase-III in Manipur with July 1, 2026 as the qualifying date. The exercise aims to ensure inclusion of all eligible electors while preventing inclusion of ineligible persons in the electoral roll, he added.
Rajkumar Singh informed that the preparation, training and printing phase of the exercise began on May 20 and will conclude on May 29. From May 30 to June 28, Booth Level Officers (BLOs) will conduct extensive house-to-house visits across the district, during which rationalisation of polling stations will also be carried out.
Highlighting the scale of the exercise, the DEO said the SIR in Imphal West will cover 3,90,196 electors, including 1,85,005 male electors, 2,05,093 female electors and 98 third-gender electors. For smooth implementation, the district has deployed 13 Electoral Registration Officers (EROs), 13 Assistant Electoral Registration Officers (AEROs) and 530 BLOs.
He further informed that BLOs will distribute two copies of pre-filled Enumeration Forms to every elector during the house-to-house visits.
Electors may also download and submit the forms online through the official portal of the Election Commission.
The DEO stated that BLOs will make at least three visits during the enumeration process and clarified that all electors who submit Enumeration Forms will be included in the draft electoral roll. He also informed that electors are required to submit a recent passport-size photograph along with the form.
Clarifying the verification process, Rajkumar Singh said no documents will be collected during the enumeration phase and that scrutiny of documents will take place during the claims and objections stage. He added that the Election Commission has notified 13 documents for verification purposes.
The DEO emphasized that no elector’s name will be deleted without providing an opportunity of being heard. He also stated that even after publication of the final electoral roll, electors will continue to have access to a two-level appeal mechanism, first before the District Magistrate and later before the Chief Electoral Officer (CEO) of the state.
He informed that meetings have already been held with political parties, while training programmes and orientation workshops have been organised for BLOs, BLO Supervisors and Booth Level Agents regarding their responsibilities in the upcoming exercise.
To facilitate public assistance, a dedicated Help Desk has been opened at Reception Counter No. 3 of the Office of the District Election Officer, Imphal West. The Help Desk will assist electors in searching previous SIR records, filing Enumeration Forms and accessing both online and offline electoral services.
Electors may also seek assistance through the ECI Helpline Number 1950, the ECI Net mobile application and their respective BLOs.
The DEO appealed to all eligible electors to cooperate actively with BLOs during the verification and enumeration process.
Rajkumar Singh further stated that special arrangements for internally displaced persons (IDPs) will be undertaken through the office of the Chief Electoral Officer, Manipur.
Necessary assistance will be extended to persons residing in relief camps as well as those staying outside the camps, he assured.
He added that after publication of the draft electoral roll, claims and objections relating to inclusion, deletion or correction of names may be submitted through Forms 6, 7 and 8 respectively.
Declaration forms, wherever applicable, are to be submitted along with the required documents. The EROs will scrutinise the claims, conduct hearings wherever necessary and publish the final electoral roll after disposal of all claims and objections.
