The National Investigation Agency (NIA) has been tasked with probing high-profile cases of attacks on security forces in Manipur. The cases involve the Arambai Tenggol group, led by Korou Nganba Khuman, highlighting growing concerns about lawlessness and terrorism in the region.
The Counter Terrorism and Counter Radicalisation Division of the Ministry of Home Affairs directed the NIA to investigate these cases, which include the looting of arms and ammunition from the 1st Manipur Rifles complex in Imphal. Recently, the Supreme Court transferred these cases from the NIA Court in Imphal to the NIA Special Court in Guwahati for further proceedings.
On November 1, 2023, a large group of Arambai Tenggol members, allegedly led by Korou Nganba Khuman, armed with sophisticated weapons and dressed in camouflaged uniforms, gathered at Palace Compound in Imphal East. The gathering was reportedly incited by a Facebook post from Khuman, calling for action against perceived enemies.
The group clashed with police personnel in Imphal East, firing shots and overpowering local forces before advancing through Sanjenthong Bridge towards Imphal West in light vehicles. An FIR filed at Porompat police station, Imphal East charged Korou Nganba Khuman and others with multiple offences, including under the IPC, the Unlawful Activities (Prevention) Act, the Official Secrets Act, and the Arms Act.
Later on the same day, another group led by Khuman attacked the 1st Manipur Rifles Battalion in Imphal. They stormed the premises, looted arms and ammunition, and vandalized government property. Security reinforcements, including civil police, Assam Rifles, and CRPF, eventually forced the assailants to flee, but not before they escaped with stolen arms.
One individual, Mutum Rajesh Singh (25) from Langthabal Kunja, was arrested on November 30, 2023, in connection with the looting incident.
The NIA’s petition before the Supreme Court stated that the central government views these incidents as severe threats to national security. “A scheduled offence under the NIA Act 2008 has been committed, necessitating a thorough investigation by the NIA,” it said.
