Guwahati, April 17: The Punjab government on Thursday filed a fresh plea before the Punjab and Haryana High Court seeking to confine Khadoor Sahib MP Amritpal Singh in Dibrugarh jail, Assam, as his detention under the National Security Act (NSA) is set to expire on April 22.

Amritpal Singh, chief of the Waris Punjab De group, has been lodged in Dibrugarh prison since April 2023 in connection with the Ajnala Police Station attack case. The state government’s counsel informed a bench led by Chief Justice Sheel Nagu that intelligence inputs and security concerns necessitate his continued custody in Assam.

The plea, filed by the Amritsar Rural Senior Superintendent of Police, sought directions to confine Amritpal in Assam jail following his anticipated arrest on April 23. It also requested permission to conduct judicial proceedings, including remand, chargesheet presentation and production of the accused—via video conferencing from Dibrugarh.

The petition cited Amritpal’s alleged “anti-national, nefarious activities” as a threat to public order and mentioned the Assam government’s consent for lodging him under provisions of the Transfer of Prisoners Act.

In a separate development, the High Court dismissed Amritpal’s plea challenging the third detention order under the NSA issued in April last year. The division bench observed that the preventive detention order was “immune from judicial review” and upheld the grounds cited by the state, including alleged links with gangsters and separatist campaigning.

Amritpal, who styled himself after slain Khalistani militant Jarnail Singh Bhindranwale, was arrested in Moga’s Rode village in April 2023 after a month-long manhunt. His detention was extended in April 2025, even as nine of his associates detained in Assam were brought back to Punjab.

Despite Singapore Police concluding there was no evidence of foul play in the Ajnala incident probe, Punjab authorities have maintained their stance that Amritpal’s activities pose a serious threat to national security.
