Manipur Budget 2026–27 Allocates ₹734 Crore For Rehabilitation Of Displaced Persons

Rehabilitation of Internally Displaced Persons (IDPs) has emerged as a major focus of the Manipur Budget 2026–27, with the State Government allocating ₹734 crore to support resettlement and recovery efforts following the ethnic unrest that displaced thousands across the State.

Presenting the Budget Estimates in the Manipur Legislative Assembly, Chief Minister Yumnam Khemchand said the allocation aims to expedite rehabilitation for those affected by the violence.

“Rehabilitation of displaced persons remains a top priority,” the Chief Minister told the House, adding that the Government of India has extended support for the construction of permanent houses, compensation for the loss of personal belongings and movable assets, and assistance for repair of partially damaged homes.

He informed the Assembly that the Centre has provided a special package of ₹2,198 crore to the State during the current financial year. The package is meant for pre-payment of high-interest loans, meeting security-related expenditure, covering the cost of deployment of Central Armed Police Forces, and supporting the rehabilitation of displaced families.

The Chief Minister said the Central assistance has strengthened the State’s rehabilitation efforts while ensuring that development spending is not constrained by increasing revenue expenditure.

According to the Budget Estimates, total receipts for 2026–27 are projected at ₹32,339 crore, including revenue receipts of ₹23,102 crore and capital receipts of ₹9,237 crore.

Total expenditure is estimated at ₹30,356 crore, comprising ₹19,807 crore in revenue expenditure and ₹4,716 crore as capital outlay.
Singh noted that improvements in the law and order situation have enabled “considerable progress across sectors”. He also highlighted the steady growth in the State’s own revenue collection, which is projected to rise from ₹2,087 crore in 2024–25 to ₹2,887 crore in 2026–27.

For the upcoming financial year, the State’s own tax receipts are estimated at ₹2,437 crore, while non-tax receipts are projected at ₹450 crore.

The Budget also proposes a Scheme for Economic Empowerment of Women through Self Help Groups (SHGs), expected to benefit around 3.5 lakh women across Manipur. Under the scheme, each beneficiary will receive ₹10,000 in the first year through Direct Benefit Transfer (DBT), with ₹350 crore earmarked for the initiative.

Strengthening connectivity has also been identified as a priority, with ₹914 crore allocated for the road sector in 2026–27. The Chief Minister said the Government will continue initiatives to accelerate economic growth, create employment opportunities—particularly for youth—and improve the quality of life of the people.

“For the financial year 2026–27, special emphasis has been placed on connectivity, skill development, women entrepreneurship, tourism promotion, drinking water supply, irrigation systems and infrastructure development in urban and district headquarters,” he said.

The Revised Estimates for 2025–26 place total receipts at ₹32,366 crore, including revenue receipts of ₹22,835 crore and capital receipts of ₹9,237 crore. Total expenditure for the year is estimated at ₹32,436 crore, comprising ₹20,767 crore in revenue expenditure and ₹4,761 crore in capital outlay.

The fiscal deficit for 2025–26 is estimated at 5.4 percent of the Gross State Domestic Product (GSDP), while the State’s outstanding debt is projected at 40 percent of GSDP.
For 2026–27, the fiscal deficit is estimated at 2.07 percent of GSDP, while outstanding debt is projected at 39 percent of GSDP, the Chief Minister added.
