Chief Minister Pema Khandu on Friday launched a new reform framework aimed at enhancing grassroots governance in Arunachal Pradesh. The initiative, called the SPICE formula, focuses on Sustainability, Participation, Inclusiveness, Comprehensiveness, and Empowerment to make panchayati raj institutions (PRIs) more effective in local development.
Announcing the reforms on social media, Khandu emphasized the government’s commitment to giving panchayats a central role in community-level projects. He noted that all 29 subjects listed in the 11th Schedule of the Constitution have been devolved to panchayats, granting them greater responsibility and authority in planning and implementing development schemes.
The chief minister described the initiative as a major step toward “empowering grassroots democracy,” ensuring that villages lead decision-making and development planning.
