Agartala, June 04, 2026: Meghalaya Chief Minister Conrad K. Sangma on Thursday submitted a memorandum to Union Home Minister Amit Shah, highlighting several important issues concerning the state, including illegal immigration, recognition of indigenous languages, amendments to the Sixth Schedule, and concerns related to the Foreign Contribution (Regulation) Act (FCRA).
During the meeting, Sangma urged the Government of India to strengthen mechanisms to check illegal immigration into Meghalaya. He expressed concern over the growing challenge posed by unauthorized entry into the state and suggested that measures such as the Meghalaya Residents Safety and Security Act (MRSSA) and the implementation of the Inner Line Permit (ILP) system could serve as effective tools to regulate and monitor immigration. He noted that the State Assembly has already passed resolutions supporting these mechanisms.
The Chief Minister also renewed Meghalaya’s demand for the inclusion of Khasi and Garo languages in the Eighth Schedule of the Constitution. He emphasized that granting constitutional recognition to these languages would help preserve and promote the rich linguistic and cultural heritage of the indigenous communities of the state.
On the issue of the Sixth Schedule, Sangma requested the Centre to undertake comprehensive consultations with all concerned states before introducing any amendments. He stressed that any proposed changes should further strengthen constitutional safeguards and governance mechanisms for tribal communities across the Northeast and the country.
The memorandum also highlighted concerns raised by various organizations regarding certain amendments to the Foreign Contribution (Regulation) Act (FCRA). Sangma pointed out that some provisions of the amended law could affect the functioning and assets of organizations working in different sectors.
Speaking after the meeting, the Chief Minister said, “We have placed before the Hon’ble Home Minister several important matters concerning Meghalaya and its people. I thank him for his patient hearing and understanding of our concerns. We look forward to positive outcomes on these issues, which are crucial for safeguarding our cultural identity, strengthening governance, and addressing the aspirations of our citizens.”
The meeting is being viewed as a significant step in advancing Meghalaya’s long-standing demands and addressing issues of regional importance through dialogue with the Centre.
