Mizoram Cabinet Clears New ILP Guidelines to Monitor Entry of Non-Residents

Aizawl, May 19: The Mizoram Cabinet has approved new guidelines for the Inner Line Pass (ILP), aimed at tightening the regulation and monitoring of non-residents entering the state. The decision was taken during a meeting chaired by Chief Minister Lalduhoma, officials confirmed.

Although the detailed provisions of the Mizoram Inner Line Pass Guidelines, 2026, are yet to be released, the revised framework is expected to streamline the issuance, monitoring, and enforcement of ILPs. The ILP system, mandated under the Bengal Eastern Frontier Regulation of 1873, requires non-tribal citizens to obtain permission before entering Mizoram. It is designed to safeguard the indigenous identity, culture, and demographic interests of the state.

Civil society groups, including the Young Mizo Association (CYMA), Mizo Zirlai Pawl (MZP), and merchant associations, had earlier raised concerns over widespread violations of the ILP system. They demanded stricter enforcement amid rising influx from other states, particularly following the expansion of railway connectivity to Sairang near Aizawl last year, which has significantly boosted tourist arrivals.

In addition to the ILP guidelines, the Cabinet cleared several other proposals. These included the Mizoram Startup Policy, 2026, the draft Mizoram Regulation of Fireworks Bill, 2026, and the establishment of the Mizoram Urban Development Company under the Companies Act, 2013. Former state chief secretary Renu Sharma, who retired in October 2024, was appointed as Advisor to the Government on a re-employment basis.

Other approvals covered provincialization of Adhoc Grant-in-Aid schools, the Aizawl City Traffic Police Warden Scheme, 2026, and the draft Mizoram Engineering Service Rules, 2026, marking a comprehensive set of policy decisions by the state government.
