Gangtok, June 17: The Chief Electoral Officer (CEO), Sikkim, Raj Yadav, IAS, on Wednesday reviewed the progress of the ongoing Special Intensive Revision (SIR) 2026 and urged all eligible electors to ensure timely submission of Enumeration Forms (EFs).
A press briefing was held at the Office of the Chief Electoral Officer in Gangtok, where the CEO informed that the SIR exercise involves two key components distribution of Enumeration Forms and their digitisation. He stated that the distribution process across Sikkim has been completed 100 per cent.
Yadav clarified that distribution of forms does not ensure inclusion in the draft electoral roll. He said electors who have received forms must submit them, duly filled, to their respective Booth Level Officers (BLOs) on or before June 28, 2026. He added that the deadline is final and no submissions will be accepted thereafter.
The CEO explained that after submission, BLOs will record receipt of forms through the BLO App, following which digitisation and processing will be carried out. He urged electors to cooperate with election officials to complete the process within the stipulated timeline.
Regarding grievances about BLO visits, he stated that BLOs can only operate within their assigned polling areas. In cases where electors have shifted residence, it is the responsibility of the voter to coordinate with the concerned BLO in the constituency where they are registered.
He also addressed concerns related to the floating population, reiterating that voters must coordinate with their respective BLOs in their registered constituencies for submission of forms.
On the progress of digitisation, the CEO noted that while distribution has been completed, digitisation remains below expected levels in several districts. He said district-wise progress stands at Mangan (48%), Gangtok (38%), Namchi (37%), Gyalshing (35%), Soreng (34%) and Pakyong (31%), which is the lowest.
He urged officials in Pakyong district to accelerate the process and ensure improvement within the stipulated timeframe.
The CEO also informed that 13 Assembly Constituencies have recorded digitisation progress below 30 per cent, including Khamdong-Singtam, Salghari-Zoom, Yangthang, Gangtok, Namthang-Rateypani, Arithang, West Pendam, Gnathang-Machong, Rhenock, Poklok-Kamtang, Yuksom-Tashiding, Namchi-Singithang and Soreng-Chakung. He directed officials to ensure that these constituencies reach at least 50 per cent digitisation by June 20.
On the other hand, he appreciated constituencies that have crossed the 50 per cent digitisation mark, including Rangang-Yangang, Maneybong-Dentam, Lachen-Mangan, Martam-Rumtek and Rinchenpong.
He also acknowledged Booth Level Officers (BLOs) who have completed both distribution and digitisation in their respective polling areas, including Rup Narayan Dahal (Tumen-Lingee), Marina Rai and Sanjay Chettri (Sangmo-B and Sangmo-A under Rangang-Yangang), and Manisha Chettri (Rabong-B).
The CEO further informed that complaints regarding non-responsiveness of some BLOs have been received. To address this, contact details of Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) are being made publicly available through official government social media platforms to enable grievance redressal.
Concluding the briefing, Yadav appealed to political parties, election officials, and the public to extend full cooperation in completing the time-bound revision exercise and achieving 100 per cent digitisation within the deadline.
